Subsistence Community Advisory Committee
The Subsistence Community Advisory Committee (SCAC) was formed to share local knowledge, observations, and perspectives on subsistence hunting, fishing, gathering, and other traditional harvest activities as they relate to the project with the Donlin Advisory Technical Review and Oversight Committee (DATROC).
Knowledge Exchange with the Region
The SCAC has been meeting two times a year, once in the winter and once in the spring, since May 2023. The meetings have the following objectives:
- Hear and discuss Donlin’s plans, operations, and resource monitoring activities.
- Share traditional knowledge and information about local subsistence activities as they relate to the project.
- Provide a space for discussion about stakeholder concerns related to the project, especially about subsistence activities, wildlife, and habitat.
- Make recommendations to the DATROC related to subsistence.
- Assist with development of and updates to a subsistence plan for the lands and waters affected by the project.

The SCAC met virtually on May 29, 2026 to prepare for their review of the first draft of the “Subsistence Plan for Surface Land Access and Use.” The agenda and meeting materials are linked below:

SCAC Members Represent the Region
Membership of the SCAC consists of designated seats that represent communities in the project region. Applications for the SCAC are considered on a rolling basis and members are appointed by the DATROC to serve a three-year term.

Current Roster
The SCAC is made up of twelve designated seats to represent the region. The current roster has more than one representative for three seats: Seat A: TKC Villages, Seat B: TKC Villages, and Seat L: Elder. As the SCAC continues to refine its processes, structure, and composition, the Seats and committee membership may change .
